PROCUREMENT ESPECIALIST

Supports and Executes Contracting and Procurement Plan;
Executes Category Strategies and Strategic Sourcing for allocated Category;
Receives demand for Material/service (PR) from the business;
Prepare the appropriate contracting strategy;
Execute Approach to the market through competitive bidding or single source.
Prepare the sourcing package, in compliance with the standard requirements and the company’s end user requirements (duration, delivery terms, open/closed contract, call off mechanisms, HSE, etc.);
Preparing the tender Plan; Conformity request to APR when applicable;
Issue and Manage sourcing events in Company’s approved procurement system;
Organize the bid opening commissions for technician and commercial offers;
Manages the bid evaluation process;
Negotiates commercial terms with suppliers;
Prepare final contract for signature;
Ensures relevant sourcing strategies and contract awards have the required approvals (internal and external);
Submits contracts for signature;
Ensures proper hand over of contracts to business function (requestor);
Carrying out the procurement activities according to the local content requirements;
Following the market conditions and trends;
Contributing to the development of a local vendor list.

Angolan Nationality;
High school or university attendance in logistics and commercial management, industrial or similar areas;
Knowledge of legal aspects, contract law, National /International regulations, tendering procedures, environmental safety, Local content requirements, contractual strategies, agreements;
Knowledge of transportation methods, shipping methodologies, Incoterms, inspection methodologies,
Design commercial models, TCO models, economic evaluations and benchmarking;
Knowledge of the national/international market and O&G industry trends;
Good knowledge of all the aspects of the bidding processes and contracts; understanding of the O&G business terminology, contracting and purchasing;
Fluency in English.
