Descrição da função

Database Management:

Develop, maintain, and optimize secure databases to support PEPFAR-funded initiatives.

Ensure data quality, integrity, and accessibility by implementing robust database policies and standards.

Oversee database backups, recovery plans, and regular performance tuning.

Data Processing and Programming:

Design and develop custom scripts and applications using Python and Java to streamline data workflows.

Automate data extraction, transformation, and loading (ETL) processes to ensure efficient handling of large datasets.

Develop algorithms and tools for data validation and quality assurance.

Data Visualization and Reporting:

Create dynamic dashboards and reports in Power BI to provide actionable insights to stakeholders.

Utilize SQL and R for advanced data analysis, including statistical modelling, trend analysis, and forecasting.

Collaborate with the monitoring and evaluation (M&E) team to design reporting templates that align with PEPFAR indicators.

Technical Support and Capacity Building:

Provide technical guidance to program staff and partners on database use and data management best practices.

Conduct training sessions for end-users on tools like Power BI, R, and SQL to enhance data literacy within the organization.

Troubleshoot and resolve database or programming-related issues in a timely manner. Provide technical support for configuration, maintenance, implementation and expansion of systems

Collaboration and Compliance:

Work closely with the M&E team, program managers, and other stakeholders to identify and address data needs.

Review and approve Standard Operating Procedures related to the use, maintenance and security of all systems in the organization or that are requested to collaborate;

Ensure all data management practices comply with PEPFAR guidelines, ICAP standards, and Angolan government regulations.

Contribute to data-driven decision-making processes to enhance program performance and outcomes.

Bachelor’s degree in health informatics or related discipline (information technology, computer science, statistics, health informatics, public health, etc.)

At least 3 years experience related to design and implementation of high-quality SI systems for HIV/AIDS and/or health programs in low-resource settings

Proficiency in Python, Java, SQL, Power BI, and R.

Strong knowledge of database design and management, including relational databases (e.g., MySQL, PostgreSQL) and cloud-based systems.

Experience in data visualization and statistical analysis.

Familiarity with PEPFAR reporting tools and indicators is a significant advantage.

Ability to engage proactively with stakeholders, (government and donor stakeholders; INGOs) at national and provincial level. including leaders, technical professionals, and government and non-government representatives

Native Portuguese fluency; strong oral communications skills in English

Ability to work with minimal supervision and maximum accountability; attention to detail
